Subject: Proposed State Air Quality Permit 70861 and PSD Permit #PSD-TX-1039, submitted by Sandy Creek Energy Associates, L.P. seeking authorization to construct a coal-fired power plant
Dear Ms. Castanuela:
I request a public meeting and a contested case hearing in Riesel on the above referenced application to construct a new coal-fired power plant in McLennan County. I am opposed to the plant for the following reasons:
The proposed new coal plant at this site will produce large volumes of air pollution that will put my health and safety at risk. Sandy Creek Energy's proposed plant would emit large volumes of smog and ozone-forming chemicals. These would result in high ozone pollution in the Riesel area, which would adversely affect my health and welfare.
Emissions of toxic and criteria pollutants from the proposed new plant include but are not limited to acidic sulfur compounds, acidic nitrogen compounds, lead, arsenic, beryllium, cadmium. chromium, mercury, nickel, selenium. manganese, copper, formaldehyde, volatile organic compounds, polycyclic organic matter, benzo-a-pyrene (a known carcinogen), dioxin, radionuclides, hydrochloric acid, and hydrofluoric acid. The plant also will emit particulate matter, including particulate matter equal to or less than 10 microns in diameter carbon monoxide, and ammonia. These air contaminants have cumulative impacts, and pose a risk to my health and may adversely affect myself, my family, and others.
This new plant also would emit mercury. Mercury is a toxic heavy metal and exposure can result in brain damage and neurological problems. Mercury emissions and mercury from coal waste end up in waterways, contributing to mercury contamination of fish. This directly affects my health and safety since I consume fish. It also affects my use of a natural resource since it impacts local water bodies and the fish in them.
The new plant will emit significant amounts of sulfur compounds which will impact my enjoyment of natural resources due to reduced visibility. The emissions will reduce my ability to view vistas that were visible a generation ago and my ability to view stars at night.
The proposed new plant would emit significant amounts of carbon dioxide, which contributes to global warming. This will affect my health and safety and enjoyment of natural resources. Increased heat will affect my ability to survive during extreme heat waves. Nights that donít cool down may
also threaten my health and safety. An increase in vector-borne tropical diseases also poses risks to my health and safety. Global warming will lead to torrential rains and flooding, which will directly
affect my safety. Global warming may increase drought and reduce flows in local waterways, affecting my ability to use local resources for swimming and fishing.
I request that:
- The emission rates from this plant be no higher than those of the proposed CPS Spruce 2 unit planned for San Antonio
- specific mercury controls such as sorbent injection should be required in the proposed permit. Federal guidance requires a case-by-case analysis for mercury, which is not included in the draft permit, and should be added
- Increased controls of fugitive emissions from the waste transfer points should be required.
- All global warming gasses should be mitigated. .
- Dispersion modeling should be made available to the public 15 days before a public meeting or public hearing is held, and before decisions are made regarding who has standing.
